On January 9, 2017, at approximately 7:17 A.M., Markeith Loyd, wanted for the homicide of his pregnant girlfriend, shot and killed Orlando Police Lieutenant Debra Clayton in a Walmart parking lot as she attempted to take him into custody. Loyd escaped after carjacking another citizen and shooting at a responding Deputy. The following 9-days were marked by an epic manhunt that involved hundreds of Police Officers, Deputies, and State and Federal Agencies, each with overwhelming support and resources.

This presentation will provide an in-depth overview of the homicide and ensuing manhunt. Details will be shared regarding jurisdictional considerations, critical resource management, investigative techniques, challenges faced, and operational decisions made during the incident, including prosecutorial venue. Chief Goerke will also share lessons learned from the event to assist Law Enforcement Leaders in better preparing for critical incidents involving large-scale incidents.
