Welcome to the Local Law Enforcement DUI Liaison Web Page. At our site you will learn about this unique pilot program, which is funded through a grant by the Illinois Department of Transportation/Division of Traffic Safety. The goal of this program is to assist and encourage local police departments to reduce traffic crash fatalities caused by impaired drivers. You will also learn about the projects being conducted through this grant and the future plans for additional initiatives.
The Illinois Department of Transportation/Division of Traffic Safety has identified certain communities in Madison, St. Clair and Cook Counties that are “over-represented” in alcohol related traffic crashes. As a result, I.D.O.T. developed the Local Law Enforcement DUI Liaison program to facilitate increased DUI enforcement in those communities.
This grant was written by, and is operated out of the offices of the Southwestern Illinois Law Enforcement Commission. The area served by this grant includes Madison and St. Clair counties. Richard Allan, a retired police lieutenant from the Fairview Heights Police Department, was hired in January of 2001 through this grant as the local DUI liaison in our area.
In the South Cook County area, an additional grant was awarded to the Chicago Heights Police Department and is operated out of their offices. The Chicago Heights grant started in October of 2000 with the hiring of Dwight Lockwood, a retired Captain from the Chicago Heights Police Department.
Rich and Dwight work closely together and share ideas and programs across the state. These initiatives include: a standardized Observation For Intoxication form, a DUI Enforcement Award program, two training bulletins, a Courtroom Reminder card, public service newspaper articles, an insulated coffee mug giveaway and an administrator's certificate of appreciation.
We have organized training for police officers on DUI related topics. These classes include: Basic DUI Enforcement, Testifying in Court, The Complete Traffic Stop, Breath Alcohol Testing, Standardized Field Sobriety Testing instruction and an SFST refresher.
In addition to these projects, the Division of Traffic Safety has produced training videotapes that have been distributed to police departments throughout Illinois. These tapes were made with the cooperation of five different police departments proactive in the area of DUI enforcement. Appearing in these videos are some of the “top cops” from the Collinsville, Peoria, Chicago, Lincolnshire and Peru police departments. These officers share their methods and experiences in arresting intoxicated drivers.
I.D.O.T./D.T.S. is also distributing funds for youth-alcohol mini-grants to communities in the Madison/St. Clair/Cook county areas through the DUI Liaison program.
