     My name is William E. Fitzgerald. I am from Alton, Illinois, where I attended both Marquette High School and Alton High School. I enlisted in the United States Marine Corp in September of 1967, attended Boot Camp at Marine Corp Recruit Depot in San Diego, California. After completion of boot camp, I completed infantry training at Camp Pendleton, California. I spent most of my time in Vietnam with Headquarter Battalion attached to the 26th Marine in Hi Von Pass. While serving in Vietnam I was promoted to Sergeant and I was awarded the Navy Achievement Medal with Combat V.

     I was hired by the Alton Police Department as a Patrolman on January 1, 1970. I served as a Patrol Officer from 1970 to 1978 and as a Detective & School Liaison Officer from 1978 to 1983. I was Departmental Training Officer from 1983 to 1988, Patrol Sergeant from 1988 to 1989, DARE Officer from 1989 to 1993, Lt. Chief of Detectives from 1993 to 1996, and Lt. Bureau of Administration and Bureau of Support Services from 1996 to 2000. I also served as Chief of Police from February of 1997 to April of 1997. I was also a member of the Greater St. Louis Major Case Squad from 1979 to 1991, a member of the Emergency Service Team, and as a Hostage Negotiator with the Alton Police Department in May 2000. I retired after completing 30 years of service with the Alton Police Department.

     While working as a police officer, I attended classes at Belleville Area College and Lewis & Clark College where I earned an Associates Degree in Criminal Justice in 1974. I continued my education at Sangamon University and the University of West Virginia, and in 1996 I completed the FBI National Academy’s 185th Session.

     During my career in Law Enforcement I have taught courses/seminars on defensive tactics, firearms, police integrity, physical fitness, crime scene photography, fingerprint training, DUI enforcement, and AIDS prevention and awareness training for organizations such as, Southwestern Illinois Law Enforcement Commission, West Central Illinois Criminal Justice Commission, Southern Illinois Criminal Justice Training Commission, St. Louis Police Academy, St. Louis County Police Academy, and Belleville Area Community College.

     I was hired as a Police Training Specialist with Southwestern Illinois Law Enforcement Commission (SILEC) in October of 2000.
